CONSTITUTION

  1. The league shall be known as the TELFORD & DISTRICT LANDLORDS INVITATION POOL LEAGUE
  2. Governance for the league shall consist of "A" SENIOR OFFICERS and "B" an EXECUTIVE COMMITTEE
  3. A minimum of 4 senior officers must be present to constitute a quorum
  4. The elected committee shall have the right to act on any matter not covered in this constitution, and their decision will be FINAL
  5. The committee shall have the right to FINE-SUSPEND-EXPEL any INDIVIDUAL or TEAM for any reason deemed to be injurious or harmful to this league

MEMBERSHIP

  1. Membership to the league will be open to all invited teams throughout the TELFORD area
  2. The committee shall refuse invitations to any individual or team they deem to be injurious or harmful to the league
  3. Teams not returning perpetual trophies or teams owing money to this league at the end of the season shall be refused entry, teams owing over £30 shall be suspended UNTIL THE TOTAL DEBT IS CLEARED.

LEAGUE FEES

  1. All match fees along with team deposits shall be calculated at each A.G.M. (£8.50p)
  2. All fees, fines or knock-out entries to be paid in at the paying in meetings, which will be held at the HORSESHOES, KETLEY, on the first Monday of each month Subscriptions will increase by 0.50p each year in line with inflation

LEAGUE BENEFITS

  1. Only fully paid-up members will be eligible to enter league knockout competitions (other than a lottery), which are organised by the league, ENTRANTS MUST ALSO PLAY LEAGUE MATCHES ON A REGULAR BASIS
  2. Any member may ask the committee to negotiate a sponsorship deal on their behalf; the committee shall try to obtain the best possible deal for any such member
  3. Any member may request the committee to mediate on any dispute they may have in connection with any other members within the league
  4. Teams may sign any amount of players free of charge

LEAGUE FINANCE

  1. Cheques must be signed by two of three committee members, these being either the SECRETARY, TREASURER or ONE NAMED EXECUTIVE MEMBER
  2. The treasurer shall be responsible for reporting on all financial matters at each paying-in meeting
  3. The treasurer shall provide a detailed balance sheet report at each A.G.M. for members’ perusal
  4. The treasurer shall be the only person to collect fees/fines etc within the league, unless a request on behalf of the treasurer is made

GENERAL MEETINGS

  1. Every year an ANNUAL GENERAL MEETING will be held
  2. Any member may challenge any action taken by the committee during the season; the committee shall then provide a full account of all or any actions they have taken
  3. New proposals for a new season must be in writing to be in the secretary's possession no later than 28 days prior to the meeting
  4. The committee shall retire at each A.G.M. but may be re-elected either en-bloc or individually
  5. Any changes to the constitution or rules will be by a simple majority vote
  6. Voting at the meetings shall be one vote per team only
  7. New teams may only vote when they have been accepted into the league, not before

VOTING AT COMMITTEE MEETINGS

  1. Both general and executive members receive one vote, in the case of a tied vote the chairman receives the casting vote, the chairman shall not vote on any other matters

VOTING AT AN E.G.M

  1. The full committee receives one vote each (excluding the chairman); members also receive one vote
  2. An E.G.M. may only be called when two thirds of its members are in agreement
  3. To pass any motion there must be a two-thirds majority in favour of the motion
  4. Calling an E.G.M. will require 28 days notice in writing

DISCIPLINE

  1. Fines shall be determined by the committee in scale to the seriousness of each event, the offending party shall be offered every opportunity to defend themselves.
  2. Any members or teams found guilty of an offence which results in expulsion, shall take no further part in the current league activities, also no refund of any kind will be made
  3. The scale of fines covers three categories: (i.e.) "A" Bad language (£15), "B" Threatening behaviour £40 with possible ban), “C” Physical violence (£60 with possible ban).

GENERAL

  1. Sportsmanship to prevail at all times; members shall abide by the rules provided and ensure the game is played in a sporting manner
  2. All league activities with the exception of meetings shall take place on Sunday evenings
  3. The league will adopt E.P.A. rules at the time of the A.G.M.

LEAGUE RULES

  1. The playing format is 8 Singles. A player may play a maximum of 2 frames in any one match, 1 IN EACH HALF ONLY.. Therefore, teams consist of a minimum of 4 players
  2. Three points for a win and one point for a draw
  3. A player may only play for one team during a season (No TRANSFERS)
  4. The match card to be sent by the HOME team, which is to be received no later than the THURSDAY following each match.. One point deduction for late card + £3 fine
  5. The home team shall supply the table, cues, chalk, rests etc
  6. If a dispute arises during a frame, the frame will be stopped, the rest of the match to be concluded
  7. If captains sign the match card, no dispute will be heard
  8. Disputes must be in writing within 7 days to the league secretary
  9. Away team to referee (any signed player)
  10. A new player may be signed on the night as long as the secretary is notified within 7 days of the match
  11. A fine of £8 will be imposed if teams fail to attend the paying-in meetings, unless an apology has been received
  12. Sandwiches are optional
  13. Any member of the league persistently abusing the league's name or bringing the game into disrepute will be expelled with a possible sine-die ban imposed
  14. Any matter not covered in the rules or constitution will be dealt with by the committee for the benefit of the league

KNOCK-OUT RULES

  1. TEAM KO: League format applies - in the event of a tie captains nominate a player to play one deciding frame.
  2. 3-A-SIDE & DOUBLES KO: Teams may nominate a reserve player. All reserves must be paid for. Matches to be played on the specified date. STRICTLY NO RE-ARRANGING OR CANCELLING – NO SUBSTITUTIONS. 7.30pm SCRATCH
  3. KOs Singles/Doubles etc. - £3 per person
  4. Semi-Finals & Finals all the best of 7 frames
  5. Other rounds best of 5 frames
  6. All players in the competitions (except team events) shall play at neutral venues up until the quarter final stage.
  7. KO events at the quarter final stage shall play at W.W.F.C., i.e. Main Cup, Consolation Cup, 3 man team, Singles & Doubles.
